06.0317 is the Commando lockring. It will only fit the Commando hub, not an Atlas or Dommie one, which if it is a bolt up one (not cush drive) will look exactly like the Commando one so can be confused.

Our UK manufacturer is sent a sample hub by me to ensure the fit is correct.

Its very unlikely the lockring is the problem..
